Can non UK residents get car insurance?

I am non-resident in UK but own some properties, pay income tax and council tax. I am having difficulty insuring my car as most companies will now not insure non-residents. Do you know of a company which does insure people like myself?

But I think the definition is 'Resident for tax purposes', so if you pay UK taxes you qualify and you can give one of your properties as your UK address.
