Why aren't the cooling fans coming on in my Peugeot 406?

The cooling fans in my Peugeot 406 don't come on when they should. I've checked the fuses and replaced one but it's still not working. Could somebody please tell me what the problem could be?

Replace the engine temp sensor/sender.
