Fitting smaller wheels - who is right?

I'd like to fit 16" wheels in place of 18". My local dealer says 16" OK with 205/55/16 tyres.

SKODA say don't go below 17"( something to do with calipers). Who's right?

Depends on the engine size and whether or not it has bigger brakes.
