Do I have to pay a speeding fine dating back more than 12 months?

A friend of mine has been sent a speeding ticket relating to an incident in France, last year. He has been quoted 190 Euros fine, whilst he was driving a minibus in the Paris, Alsace region. I understand people should pay speeding fines, if guilty, but the time period for this offence seems rather excessive. Surely there must be a reasonable time notification to alert the offender of the incident?

If it was a hired minibus then the time limits don't apply. If he was the registered keeper of the minibus then they do, because they apply to the first notification of the offence. If the former I'd cough up.
