Buying a new car for a young driver - which would you recommend?

I'm looking to buy a car for my large 21 year old rugby playing son. It must be safe on motorways and able to cope with two or three passengers. We’d also prefer the car to be cheap to insure and run. What would you suggest with a budget of £10,000?
