What's the best car for a tall passenger with mobility difficulties?

I have been driving a Mercedes C-Class auto estate for the past 10 years; it has been thoroughly reliable and a joy to drive; however, our motoring needs have now changed and we are looking for a car to accommodate my husband's exceptionally long legs in the front passenger seat, with high seats for getting in and out. We also need space in the boot for a folded wheelchair.

Can you recommend a good car that will be cheap to insurance and tax? We are reluctant to spend more than about £15,000, but would go a bit higher to find the right thing - new or used.
