Is corruption becoming more widespread in dishonestly gaining money from motorists?
I am always dismayed at the level of corrupt collusion various ministries have allowed over the last 10 years to quite dishonestly force monies from otherwise perfectly law abiding motorists. It's of little surprise how many citizens are leaving the UK for these very reasons. I have now made plans to do exactly the same, when I retire.

You cannot get away from corruption. You will eventually be disturbed by it wherever you go. The simple reason is that there is more money to be made out of corruption and dishonesty than from law enforcement, so it naturally attracts the brightest brains.
