My Volvo XC60 can't return claimed mpg figures - why?

I own a Volvo XC60 D3 Manual Drive, which I bought new in October 2010 and which has completed 12,000 miles of almost exclusively extra urban runs at 60-70mph in sixth gear. Whilst it is a lovely car in many respects, the fuel consumption is frankly appalling for a car with such extravagant eco claims. I cannot even get near to the 'combined' figure for a variety of different driving situations. Low 40's (5 per cent optimistic) are the order of the day. Last year I took an old automatic 4WD Volvo XC70 D5 on loan and that car, with what is considered a much less economical engine, returned much better figures than the highly acclaimed D3. It is very disappointing that a new engine is apparently less economical than its predecessors, especially one that is E-badged and claims great eco credentials.

The EC has decreed that your new XC60 D3 has to have a diesel particulate filter. These require considerable amounts of diesel to regenerate, but this is not included in the EC consumption lab tests on the basis of which the cars are taxed.
