Action taken for no VED or SORN?

In your experience, what action is likely to be taken by the DVLA and/or Police against an owner who keeps their vehicle off the public road for almost a year without valid VED or SORN but continuously insures it? I have heard that if a vehicle so kept is not causing a nuisance the owner is unlikely to be pursued for any fines etc.

They are hotter on continuous insurance than they are on SORN for a car not used on the road. But silly not to to SORN it because once SORNed it does not have to be continuously insured.
