Why do manufacturers use cambelts?

Why do manufacturers use cam belts rather than chains on engines? Since a belt needs changing between 40-80k miles (model dependent) at a cost of £300+ and the failure of a belt would cost a lot more to remedy, it would seem more sensible for manufacturers to change to cam chains when they introduce a new engine to their models. This would save the owner what seems an unnecessary cost in the life of the car, or is their a technical advantage in a belt drive?

Cheaper. And manufacturers want car owners to pay for replacements like timing belts because they make serious profits on the sale of the parts and it brings business to their dealers.
