Peugeot All Terrain Pack, Any Good?

Hi, The all terrain pack has mud/snow tyres on steel wheels for all year round driving. The dealer says handling, ride, noise, fuel consumption and wear are all unaffected. Do you think its a good safety feature and that £545 is a reasonable cost on a £17,500 car/van?
