Cold starts and cam belts
I have a 2004 Hyundai Tucson with 33000 miles. The dealer recommends replacement of cam belt immediately. I drive mostly short distances - about 5000 miles a year (half on highways). Is it critical that I replace it now rather than at 70,000 miles?

Yes. The number of cold starts is far more relevant to timing belt life than the mileage the car has been driven,
