Best policy?
Our 17-year-old daughter is learning to drive and we are trying to work out the most cost effective way of getting her on the road once she passes her test. The Pass Plus course is an obvious safety choice and also a money saver, but picking the right insurance and vehicle combination appears very complex. Our existing cars are Insurance Group 14 and 30 with over 7 years no claims each, so is it worth searching out an Insurance Group 1 car for our daughter, say a FIAT Panda 1.1 Active, assuming a low Insurance Group automatically results in lower insurance premiums for young drivers? It is intended that our daughter will be the main driver of this car, but is it a good idea for us to be added as named drivers? Also is it worth looking at insurance companies that offer specialist policies including smart boxes to monitor driving times and behaviour?

Yes, you need the lowest group car. Yes, you both need to be added to the policy. But you must all live in the same house and must all at least sometimes drive the car.
