Where can I source steel wheels for a Mini Cooper so that I can fit winter tyres?

Where can I source steel wheels for a Mini Cooper so that I can fit winter tyres? If I do fit them will I need to carry some sort of emergency repair device as I understand that it is not possible to obtain run-flat tyres with steel wheels?

BMW dealer (15" only) or from a scrapyard. yes, you will need a repair kit or a space-saver, if one will fit.
