Buying a small first car

My daughter is 25 and has just passed her driving test, I have seen a 56 plate Peugeot 207 1.4 petrol, with 40,000 miles on the clock. It drives very well and is for sale at £4,795.00. As I will be paying cash with no trade in what do you think would be a reasonable offer? Also are there any problems i should be aware of?
