Why does a SORN vehicle need insurance?

Why does a car on a SORN notice have to be insured, when it is kept in a locked garage?

A vehicle that is declared SORN and is kept off the road does not require insurance - www.gov.uk/vehicle-insurance/uninsured-vehicles. However, most classic car owners who SORN vehicles (for instance over the winter) will keep them insured in case of theft or damage.
