Ex-pat witness

There is a person in the UK who advertises on the Costa del Sol in one of the local English language newspapers, from a UK address (email and tel. no.) offering MoT certificates. There are an awful lot of illegal UK-plated vehicles in Spain belonging to new residents here, Brit expats who are too lazy/tight to transfer them onto Spanish plates as required by EU and Spanish laws. It saves them paying both UK and Spanish taxes. Occasionally the local police have a blitz and catch some, but the numbers are so high that they don't make much impression. A few months ago I phoned the man and was told that for £120 cash I would receive a current UK MOT certificate. Just send a photocopy of the V5 or V5C and the certificate would be posted back without the vehicle being inspected, an obviously illegal and potentially dangerous action. I reported the ad to the editor of the local paper a year ago, but he took no action. I reported it to VOSA months ago, but still no action, and I reported it again last week. Is this indicative of the official attitude to crime now in the UK?

I had an e-mail last week from an expat in Portugal with a Smart ForFour on a PCP. The contract demanded that it be fully serviced when he returned it at the end of the 3-year period and he was bemoaning that the service indicator now said it required a second service. When I reminded him it was illegal to keep a car on Brit plates in Portugal for 3 years he told me everyone does it; so many that the police can't catch up with us. So that's what you're up against.
