I am looking to buy a used car in the next few months. In the long term when I come to sell the car, will it be of greater value if I wait until March to buy it and it will be one-year plate older? Also, if I wait until March to buy is it likely that I will see a notable price decrease at the dealerships compared to the same car year but sold in February?

Buy asap. For 15 years cars, used cars have risen in price from January through to Spring, low Sterling values have led to an export trade in used cars which has brought a rise in auction prices and with new car prices likely to rise 15% this year, that will further tug up used car prices.
