Slowed rager

Could you please give me your opinion on the most successful means to slow down traffic on our road? We have no pavements, and when we have to walk up and down the road it is very dangerous, due to the speed the traffic goes. It is in a 30mph area but this is ignored. Some traffic travels at 40, 50 or even 60mph.

Speed-sensitive illuminated 30mph reminder signs seem to be the cheapest answer, inflicting no potentially dangerous damage on passing cars and therefore not causing any deaths or injuries as traffic calming measures like speed cushions do. But it seems they can interfere with mobile phone signals. The more you can make the roads look like pedestrianised zones, the slower drivers tend to drive.
