I am looking to replace the 1-litre V Reg Corsa I have had since being a student with a good family car now that I am married with a son. I think the Corsa's small engine is the main reason my license is clean, so I don't need anything too powerful and I am interested in economy. I was thinking about a used Focus or Astra, but my budget could stretch to new Kia Cee’d at £8,000 (with scrappage bonus). Would you recommend the Cee’d?

Definitely. That's the best bargain available for a scrapper plus around £8k. And you get a 7-year warranty.
