Is there a scam going with the automatic renewal process of existing car insurance policies?

Is there a scam going with the automatic renewal process of existing car insurance policies? I ask this because having received my automatic renewal letter from LV insurance I attempted to contact them to ask why their online quotation was £44 cheaper than that quoted in their renewal letter. I made 12 calls of 10 minutes or more duration and was unable to get through to the renewals department. I emailed them and received no reply and finally, I wrote a letter which also received no reply. Meanwhile, the auto-renewal option went ahead with the money coming out of my bank account. Are companies deliberately being difficult to contact so inertia prevails and automatic, uncompetitive quotes go through to the advantage of the company concerned?

No, insurers just put more sales advisors on new calls, than to existing customers. Contact them back, raise a complaint and insist they refund the difference.
