Can one report an incident to the insurance company without making a claim? And if so, is there a time limit?

Yes, you can advise that it is for "information purpose only" and you are not making a claim. The statute of limitations is six years, that is as long as it can be to make a claim. If it is because of a claim against you, you should do it as soon as is reasonably possible.
