The system works like this:

Following a FPN involving points when the Licence is surrendered with the fine the points are added on the Licence and it is returned by Mags Crt Office. The authority then notify DVLA that the Licence has been surrendered and points have been added. If there is a glitch with DVLA they send a letter saying within 28 days that Licence revoked. This allowsa person to un- revoke by taking out a new Licence with points on it.

It would seem that letter was sent to old address and therefore missed. (This is why essential to notify change of address)

Poster states that he has Licence with pointrs on it. If this was the only infringement then he will have to open up a dialogue with DVLA as to why they revoked - maybe they will admit mistake and unlock the revocation but other wise an application for a new Licence should resolve.

Finally two points;

DVLA may use the the fact that new address was not notifed - an offence in itself and state £80 fine. Not be accepted as this offence is a matter for Court and they have no power to impose this fine.

Secondly some bright spark will say that a revoked Licence means that Insurance is invalid. An urban myth.

In life some things just happen - in this case you have brought things upon yourself. On the phone in a car and driving without a seat belt. In between not notifying change of address to DVLA - 3 x events that are now costing / going to cost you £££s

Write to DVLA and explain circumstances in an ordered fashion

1) Phone offence. Dates/Points/fine paid licence sent off and received with points. I assume you have this in your wallet.

2) Change of address and missing DVLA Letter with dates

3) Seat belt offence, date etc. Fine and 3 pts and this is where you find out about the licence revoking issue.

Ask them to fix 2) Address (fill in form from PO) 3) Revoking licence errorand 3) Pay for seatbelt offence and more points.

Best of luck clearing up the mess but in the future try and avoid issues and life will get better and easier.
