Just in case anyone is interested I got the following info from the DVLA:

Cars built before 1973 registered exempt - 193558

Cars built before 1973 SORNed - 57773

1973 to 1987 (> 25 yrs old) VED paid - 230470

1973 to 1987 SORNed - 257977

A quarter of a million owners (including me) refuse to pay 200 quid for a few miles a year.

Now if those were exempt too most of us would probably pay several hundred a year back into the economy in repairs and fuel taxes. I wonder where the cut off point is for the government.

I agree with a rolling exemption.

However, a significant proportion of the SORNed 73-87 cars will not be roadworthy.

Nor will they make much money for the chancellor at only a couple of hundred miles per year. Add to that the fact that when they are on the road they will be more polluting than a modern car and there is no strong argument for them to be exempt of anything.

Most of the pollution happens when a car is made. The incremental amount for keeping an older car on the road is relatively small

I have changed my mind on tax exmption for classic cars. I now see no reason why they should be exempt.
