I ran into this problem with my 420 ended up far more complex than I imagined.
If all is well and good, the following will work. When you turn the key turn it fully to the locked or unlock position then back to it's central position for each digit (I.e do it four times for '4').
1. With the car locked
2.Insert key into drivers door lock and turn the key to the Unlock position the number of times indicated by the 1st digit of key code.
3.Turn the key to the Locked position the number of time indicated by the second digit of your key code.
4.Turn the key to the Unlock position the number of times indicated by the third digit of your key code
5 Turn the key to the locked position the number of times indicated by the forth digit of your key code
6 Turn the key to the unlock position
If you hear a sigle Beep from the horn you have entered the wrong code. Open and shut the drivers door fully (this resets the system) then try again. You can try 3 times then you will have to wait 10 minutes. you don't need to disconnect the battery or anything like that. You will find detailed information on this at http://www.rover-400-series.co.uk
