vectra c 1.9cdti 150 sri - rumbling noise - highflier

hi, my 2006 vectra is making a rumbling type noise which starts at 30mph and then seems to dissappear above 40mph, if i then take my foot off the accelerator and start to slow down (without braking) it reappears between the 30-40 mark, its hard to describe but i can feel it as well as hear it, also occasionally when idling i can hear a swish noise from the engine bay, like, swish...swish...swish...swish...etc, someone told me its a belt?

just to add the car has recently passed its mot.

any ideas greatly appreciated.

p.s are vectras known for loud road noise.
