Richmond Council offers refunds for 20,000 PCN's wrongly issued

Richmond Council Leader, Cllr Nicholas True, issued a Press Release to apologise to motorists for issuing 20,000 pcn's for

parking related offences from

CAMERA CARS

that were not properly certified. The charges total over £1m.

The PCN's were issued between

JUNE 2009 and APRIL 2011

and Richmond Council are allowing a 3 month appeal period from this month to enable motorists to request a refund. Any appeals will automatically be allowed.

Thanks very much for that, DVD. You have a genius for spotting useful information that the rest of us might have missed.

Given the number of PCNs, I assume that this is Richmond (Surrey) and not Richmond (Yorks).

Wouldn't it be right and proper, that they write to all those issued with the tickets? Rather than hope (or hope not, more like) that people happen to see/find out they were incorrectly issued and apply before the deadline. Or maybe even an open ended deadline.

Bear in mind the offences may well have been committed - the lines and signs OK- but for a technicality in the use of the camera car (not approved equipment) the offender gets off. I am not phazzed that they don't write.
