You say you have had new glow plugs but have they actually been tested in situ? Connect a voltmeter between the glow plug terminal lead and earth, it should read about 11 volts for 15-20 seconds after you turn the ignition switch to the glow plug position, if there is no voltage, it won't start.
Is there blue/white smoke coming from the exhaust when you are trying to start it? If not there is no fuel being delivered which could be due to air getting into the system, try pumping the primer until it goes hard and then starting it.
