peugeot partner, 1.9d , LHD, spanish plate - heater fan running full speed all the time - chicoirlandes

the interior heater fan comes on as soon as the engine is started, and will not respond to the control knob, any ideas on how to fix this will be greatly appreciated , its doing my head in !
