Hello

I had just moved into, what i know now is a bad area recently. I could not move due the flat i moved into was a six month contract.

Within days i started having trouble with kids messing with and pushing over my motorcycle. With this hassle what else could i do to protect my property. So i decided to chain both motorcycles to a lamppost as a last resort hoping this would be the end to any more vandalism. (looking at pictures below) You can see motorcycles are near the road, this is where i would have normally parked them. There are no lines, no signs saying no parking, my motorcycles is not even obstructing pedestrians using pathways.

Anyway due to receiving Penalty Charges of £100 for each motorcycle, i decided to moved both motorcycles back where i had parked them originally. Within a few days my work motorcycle (Red) was stolen, then two nights later someone tried to steal my other bike, and nearly did so and would have if they had better bolt croppers.

For the safety of not having my other motorcycle stolen, i've spoken to neighbors and shop owners, in the hope of renting a garage in the area. I’ve been lucky enough to rent part of the my neighbor's garage to store my motorcycle in.

Do i stand any chance of getting my £200 penalty charges turned over? or am i up the creek without a paddle?

They are worth appealing to the issuing authority to see if you get a sympathetic hearing from the council. It costs nothing and you may be lucky if the person reviewing the appeal may be a fellow biker :-). Tell them you undertook the measure in desperation and have now found a lock-up garage. But you are in breach as your bike is a vehicle and you have parked it on the pavement. So if it went to the adjudicator they would merely take reference on whether you were in breach or not and would almost certainly rule against you - so if the council rejects your representations pay up and don't appeal further as you will then have to pay at the non-discounted level.
