Is it a good idea to buy a 13,000 mile 4 year old Corolla. I've heard it's better to buy a higer mileage car (given that both cars are the same age) than a low one. Not sure of the reasoning behind this tho'.

No.
Surely it's either done mainly short stop-start town runaround journeys which wears out everything. Or it's done a good comfortable long run once every four months and sat idle and rotting in between. How it's been maintained is important though. A well looked after 13,000 mile 4 yr old car must be better than one that's done 60,000 miles without so much as an oil change.
That's my opinion, but I'm not an expert in these things.

Low mileage usually means short journeys or that the car has stood for weeks, neither of which are good for it.
