When I last looked it was "under contruction" and a complete waste of time.
Apparently the only way you can appeal is by not making the payment and being "invited" to appeal - at which point the fine doubles.
I was recently fined £30 as a result of a non functioning meter in a small car park (the other one had been stolen and not replaced!)and was told that it was my obligation to pay regardless. I mail bombed them and all related departments and got my money back. Their case was not helped by the fact that they did replace both machines a couple of weeks after the incident!

I apparently collected a parking ticket over a month ago ( It is possible I did), but the first I heard of it was today when I got a nasty letter from the council. The fine is now £60 in stead of £30, as it wasn't paid within 28 days, but I've never seen a parking ticket
can i do anything ?

Probably depends where the incident occurred. The schemes within the scope of the decriminalised enforcement setup allow another "window" for payment at the discounted rate after he notice to owner stage where they trace you through DVLA. You neeed to read the document you have received carefully and if in doubt contact he council.

i checked the parking area this morning and its a £60 fine with a £30 discount for paying within £14 days.
If i'd seen a ticket, i would have paid it straight away just to get it done with.
We now have to contact the councils 'Parking Shop' !!!
