My Sister's G Reg Golf was broken into last night and her radio stolen. They got in through the passenger rear window (not a 'wind-up' window, just a plane glass window).
They have "kindly" left the undamaged glass pane but the rubber window seal is damaged. My question is whether special tools are needed to refit the window (I think I could probably get a cheap seal from a scrapyard) or whether she's best going to a windscreen specialist? (she's been quoted approx £100 and that's using the glass that she's been left with). She thinks her windscreen excess on her insurance is also £100.

Fit the seal to the glass first using a soap solution as lubricant (NOT washing up liquid).
Then use very strong string and feed it into the outer channel of the seal, overlapping it by about a foot on one of the long edges.
Wet the seal with the soap solution.
Have an assistant hold the glass in position outside the car while you get inside and pull the inside lip of the seal over the BIW flange with the string.

Or, go to Calais, buy loads of cheap booze and fags and call at the Autoglass place on the square and get it replaced for £30.

What nice, corteous car theives you have! I think I might come and live there! The little s0ds broke my window and took the stereo, cost me £80 for the window...

Ooops, that should of course be "courteous car theives" :)

Or even "courteous car thieves"

They are having a laugh. It will take an autoglass specialist 5 minutes to do. A charge of £20 would be more reasonable (not including the cost of the seal). Did you mention it wasn't an insurance job? They probably think the insurance is paying hence £100. Have you phoned around several companies?

Yeah! I was going to say! Along with the French tyre scam, they're ripping us Brits off!
