I can't see proposals advanced by a 'Thatcherite think tank' being noticed, let alone implemented, by the present government.
And I will bet a (virtual! Anything's possible) ten grand that the next government won't take any notice either, even if it is a conservative one.

What a ridiculous idea. The suggestion is therefore that drivers who keep up their post-test knowledge are allowed to drive more quickly.
Firstly we already have a system like this - you can often be offered no points if you go on a course (effectively positive points).
Secondly, I'm sure that your ins co will want to know why you have no positive points - or what happened to them...
Thirdly, are we really to believe that if you get negative points whilst you have positive points that you won't be fined?
Anyway, aren't points positive already - isn't it negative points we want...

Typical example of a daft idea by an opposition MP who wants a bit of media attention to bolster his profile. Zero chance of it ever happening as well he knows.
