on a 106 1.5d the car since bought 2 years ago has always needed a 'blip' on the throttle to make the battery light go out and for the power steering to kick in.
This has never been a problem until now and it takes a few minutes of driving for the power steering to start.
Ive tested the battery which is strong and the alternator belt is new but havent tested the alternator itself as yet.
Could there be a problem with the pump itself or does this sound like a electrical problem?

After you have started the car what is the voltage across the battery and what is it 2 mins later. If it is not rising to 14.2 ish at 2000 rpm then the alternator brush back may be your problem. Regards Peter

At one time this was a characteristic of Bosch alternators-a little blip,upto about 1,500rpm and then alternator was OK-most electric PAS do not work till there is output from the alternator.

These have a few problem areas on the pas system.Does the heater fan not work when the pas fails?could be ignition switch fault(common) similar to Saxo.Check the wiring and relay system located under battery tray,corrosion to components is possible.If all this checks out ok ,then I would suspect the electric/hydraulic pump is wearing/worn out,usually the brushes and commutator will be excessively worn.hth
