Peugeot 306 hdi 1999 t reg. Been unused for about 1 month. Battery was flat so I recharged. couldn't get car to start, battery wasn't charging so bought a new battery but still won't start. All I get is loads of clicking noises, remote locking doesn't work, lights on dash very dim or not at all, interior light doesn't come on. Any ideas what could be wrong.

Have you got access to any means of testing for 12-volt power? Anything from a multimeter to a simple bulb-and-wire test light will suffice. This sounds like either a duff new battery, or a corroded battery terminal, bad connexion, or gearbox earth fault.

thanks for the reply. Brother in law tested it and it needed charging!! but says it's now ok and has tested it and has 12 volt?

Not sure if you're saying that you've got a multimeter, or not. If you have, first switch on the ignition and the lights; [doesn't matter if they come on or not] and then see what voltage you have across the battery posts. [If you've got one of those green push-down negative terminals, try and get right under it and on to the battery post itself.] What's the voltage reading under those conditions?
Then try it with the black lead clipped on to metal on the engine somewhere and the red on the actual battery positive post. What's that reading?

Have tried multimeter - reading is 12/13V. The remote locking and interior lights are now working. When the ignition is switched on the clicking noise starts and seems to be coming from just behind the battery. Is it the engine management system? The dash lights, battery etc all flicker.

Did you carry out those test EXACTLY as given - yes? [Forget anything else that may, or may not, be working; testing is a linear process, guesswork gets you lost.]
If you're sure that you've established that you've got 12v in the battery - UNDER LOAD - then using that proven [certain?] earth point on the engine for the black meter lead, move the red probe from the actual battery post on to the metal of the positive terminal. Is the reading exactly the same? If so; remove the top of the main fuses box on the wing and check the the voltage on the bolt terminal inside - and that it is tight and that all the Maxi fuses are clean and well seated.
If you're uncertain of that previous earth test, make absolutely sure all ring terminals that were removed from the battery earth post have been reconnected and that the main earth cable connexion bolt/stud on top of the gearbox is tight and uncorroded. If in any doubt remove it completely and check; it can be hard to see corrosion in the thread through the alloy.
