IIRC, you can only transfer a number off a vehicle if it has a current MOT.
And the DVLC cancelled and took back all numbers not in use around 1980, so the one at the back of your garage is no longer available for you to transfer.

The simplest and most accurate way of finding out is to contact the DVLA and make enquiries about particular registration numbers being available for sale:

It's a good earner for the Treasury, hence those auctions of cherished registration numbers, but they can start at around £80.
Don't use the firms that sell registration numbers as they only do what you would do (in most cases) and charge you for the privilege.

Many plates that have not been issued to date are held back for inclusion in "cherished marks" auctions run by the DVLA. I'm awaiting the release of just such a plate.
You can register your interest and they will contact you when they schedule it to be placed in an auction.
