Some of you might recall that I permanently live in Austria. We were visiting family at Christmas and we needed fuel at Dover on arrival on 23rd Dec. While I was literally finishing filling up, another car tried to squeeze past ours (we were parked at the front pump of two), took some chunks out of the rear wing/bumper/wheel arch trim of our CR-V because the gap wasn't big enough, and drove off without stopping. Luckily I have a witness, and it was recorded on CCTV. I managed to get the registration number. We have about €1300 worth of cosmetic damage to our car.

Today (yes, I know, a long delay for various reasons) I have completed a DVLA V888 (Request by an individual for information about a vehicle), having confirmed with them by phone that they can accept it as long as I have a UK correspondence address. The DVLA say that it can take six weeks from receipt of the request to respond, but I was wondering whether anyone here has used the service recently and wondering whether it would actually take six weeks? TIA.

It's an irrelevant question, but it's because I've chosen to do it on the basis that they might not bother trying to recoup the cost if it's left to them. And I don't want to lose my €350 excess plus my right to a no-blame discount. Once I have the owner's address I can request his insurance details and short cut the potentially long drawn out process of recouping my excess from the third party.

And do you honestly expect a driver who clears off after hitting another car to reply?

He was probably uninsured anyway.

He may not, but at least I will have an ddress for him via which my own insurance company can contact him. My theory is that he drove off simply because he expected nothing more to happen about the incident, given that I was driving an Austrian registered car in Dover. He didn't hang around to discover that I was British. I think perhaps he just took fright, he wasn't a kid who might have had insurance issues. I did a quick (free) check on his insurance status and the car is currently insured, and has a current MOT.

I'm hoping that, once I mention I have filed a police report, that he has committed at least two road traffic offences (failing to stop after an incident, careless driving), that the incident was caught on CCTV, and that I have a witness, he might feel inclined to get in touch.

And of course, the very fact that I have been able to track him down with my knowledge of the UK system will no doubt concern him.

I'd have thought you'd be better getting the insurance details from MID.

Good idea, but unfortunately not possible. It requires me to tick a box confirming that I'm a UK resident (which I'm not), and also to enter the reg number of my car, which won't work because it's obviously Austrian registered (and insured).

EDIT: I did a free check a week ago and it was currently insured at that point.

On the UK residence bit - the more detailed Ts&Cs don't make that a specific requirement. So I'd have no qualms about ticking the box.

On the need for your reg, that box isn't marked with an asterisk, so probably not required.

Well spotted, I hadn't noticed that the box for my registration number wasn't necessary.

It initially came up with my reg not being required, but after I entered my involvement being as a motorist it became mandatory. I guess that, as it's just an inquiry, I could put any valid UK reg in. My concern then is whether this query causes information to be passed back to the insurance companies concerned.

I eventually sidestepped the problem by claiming I was involved as a pedestrian, so no reg number needed and details obtained :-)

It shouldn't, as the process is pretty straightforward.

I suspect the six weeks is to give them some 'cover' when things go adrift or where the system means a particular case needs more than an simple reply with the details sought. That might, for example, be where the rules on 'good reason' for seeking the information mean it needs sending 'upstairs'.

Unless of course they're badly behind post pandemic or because of industrial action.

Yes, that was my thinking. I recently renewed my British passport from here in Austria, and rather than the 11 weeks turnaround time the Passport Office is quoting I had it back in two weeks from dropping it in a postbox here.

Just to close this off, I had a letter from DVLA on Saturday saying that as I was not a UK resident they were unable to release the information to me.

So I shall be submitting an insurance claim. I'm insured with Zurich, so I assume that Zurich Austria will be able to get the other driver's insurance details via Zurich UK. I've lost the will to sort it out myself:-(
