Is it normal for the electric radiator cooling fan to be running all the time when the Climate Control is on? The car is 2002 Focus 2 litre Ghia Automatic. This fan is extremely noisy and the car can be heard coming from quite a distance.

Some cars use a separate smaller fan to move air thro'the air/con radiator.The lesser Fords use the main radiator fan.

I hope you're not implying that a 2 litre Focus Ghia is one of the "lesser" Fords. My experience of owning one for four years is that it is one of the better Fords.

If you want to hear a noisy condensor fan, try listening to a Rover 75 with the climate control system on!

Seriously though, this ridiculous amount of noise spoils an otherwise excellent car. People actually turn their heads to listen with some puzzlement. Is there any way this could be modified?

Its a double fan in the Focus - when the a/c is on the LHS fan is always on and it is very noisy (I never thought so until I changed for an Audi which runs silently), but at least you'll know if it packs up!!!
