This is in in Melbourne Australia.

This sounds like a recipe for dangerous chaos unless it will be regulated as aircraft and their flights and routes are regulated.

The helicopters "do not need to follow fixed routes", investment promotions agency Invest Victoria noted, "[and] tops of buildings and parking lots can easily be repurposed as skyports."

Hmm - I'm sure an "investment promotions agency" are well qualified to say that they will not need to follow fixed routes.

Anyone who has had a helicopter fly over their house will know that the noise level will be horrific especially at night.

Sadly, this is why RC model flying as a hobby will be extinct in 5 to 10 years. Ive now got to pass a basic CAA test and each model carry my CAA registration number despite flying for years and being a member of BMFA. In the US, the FAA are wanting model aircraft to be able to 'squawk' their identity and position.

It's nothing to do with terrorism, it's all to do with the commercialisation of airspace below 500 foot for companies such as Amazon, Google, Uber and others.

I may be mistaken but wasn't it due to untraceable drones being flown over Heathrow and grounding aircraft

I remember when it happened they said they would bring in a test and make anything that flies around airports give a signal so they could be traced.

Further down that article I linked to is a reference to drones:-

( A whipper-snipper is OZ slang for a strimmer-apparently!)

Those cracks have been exposed in Canberra, where the trial of a Google-backed drone delivery service infuriated residents and showed the weaknesses of the air safety regulator's powers.

"It was horrible … like living under a demented whipper-snipper flying over your head," Bonython Against Drones convenor Neville Sheather said.

"On a Saturday morning you could get up to a hundred flights over the top of your head of drones delivering tacos and coffees and other necessities of life at a really loud volume."

There was no drone over Heathrow. Even the Police have admitted that now.

As for a 'test,' both BMFA and FPVUK already have competency tests. The CAA 'test' is so basic anyone using commonsense would pass. It's like VED since the tax disc was scrapped, responsible owners comply. Irresponsible drone users will neither take the test, register and continue to fly where they should not.

And once again, the requirement is being brought in due to the commercialisation of the sub 500 foot airspace.

If the standard is the same as Uber taxi drivers who regularly try to drive under the wheels of my twenty tonne coach in Glasgow every day then it’s a disaster waiting to happen.
