The traffic department automatically issues ECO labels for hybrids, etc. Unlike Paris, there doesn't seem to be a system for visitors to receive one.

From 23rd November onwards, there will be restrictons on entering and (on-street) parking for certain categories of vehicles: "no sticker, no parking".
Displaying the ECO windscreen stickers will be obligatory in six months' time, by which time presumably there will be arrangements for non Spanish registered vehicles. Still no word on whether the different schemes being rolled out across Europe may actually be unified any time soon.
Bona fide visitors can get a "guest" parking permit (maximum 20 days in any given month) from a car-owning resident in the central zone. (Given the proliferation of "driving points for sale" already up and running in Spain, where it is not even classified as an offence, we can expect massive fraud for this as well.)
Frankly, why any sane person would want to drive into central Madrid is beyond me. When pollution levels began to reach alarming levels, the city administration moved the air sensors to less polluted zones to massage the figures and it is only now that they've woken up to the problem. The best way to get around Madrid or any capital city is to park in the outskirts and take the metro or bus into the centre.

With various stickers being required for a lot of countries now - are we in danger of running out of non-swept windscreen space to put them all on!

I seem to have a growing set applied to my car (German, French, Swiss etc.). I dread the day I get a broken windscreen and have to re-apply for them all!
