Hi, apparently this is a common problem.

Can anyone tell me if the heater control valve, apparently under the black scuttle at the bottom of the windshield/rear of the engine is reasonably easy to access please ?

I'd like to get a DVM to it to see if the heater knob is varying the voltage sent to it, which should move the valve.

Not that difficult ,but you will need to remove the plastic scuttle trims by the wipers and part of the firewall at the rear of engine bay.You may find the valve has a protective rubber boot clipped over the top.If the valve is faulty,try and use a genuine Ford part.The cheapo replacement units are not very reliable.

Scuttle should be easy, but the firewall part removal ? Screwed/bolted ?

Iirc,it is a plastic screen held down with some self tappers.Just watch your fingers,bound to catch them on some clip or bracket.
