Check the rims on a balancing machine too, they may be buckled.
In my experience of claims: take lots of high quality photos of the pothole, the condition of the surrounding carriageway and and other previous repairs to the road. Then take photos of the damage and get a tyre place to replace them and put on the invloice. "Replace two new tyres due to road defect damage"
Send a letter to the council with some but not all photos and copy of invoice and state that you couldn't see the hole because it was wet or due to speed or whatever is appropriate.
If they don't offer to pay, report back.
