I would suggest not cancelling at all and allow time to click on another year, but you'll need proof of NCD so you may have no choice (would become a second policy), and i can't see 11 years NCD being any different cost wise to 10 years...though i fully understand if this is a pride thing and nothing wrong with that at all.
Maybe see how much your present insurer wants for covering the new car for the three weeks (this is where the cheaper insurers bend you over with admin fees), or defer taking delivery of the new car for three weeks and have the new insurance in place for the day.
Or, depending on the new insurer have a chat with them tell them the dilemma and see what they can come up with, they might waive the three weeks bit and grant you the full years NCD as a welcoming present...this would be much easier to discuss face to face at somewhere like an NFU office where competence and customer service are still to be found, perish the thought of trying to have this conversation with a typical call centre.

If this car is brand new then NFU (for example) give two years 'car replacement' in the event of write off / theft as part of their comprehensive policy, no doubt others do similar, but not sure how this would work if you started the policy 3 weeks hence, best find out all implications and then decide.
