My son is having on going issues with Leeds CC regarding 3 parking tickets.
He was issued a temporary parking permit on 1st July for 14 days. On 11th July he got back from work late feeling very ill. He suffers from Migraine. He left the car in the correct area but forgot to display the permit. Result - PCN. He went to the Council to explain the situation and was told that the wardens do not have any means of checking car details against the database so they didn't know he had a valid permit. He explained why he hadn't displayed it and was told that under the circumstances it would probably be waived. It wasn't.
On July 12th he took all the details in the Council to have a permanent permit issued - he was about to go away and was not due back in Leeds until 22nd July. He was told this was ample time to process the permit and it would be waiting for him when he got back. He got back late on 22nd, no permit, resolved to check it the next morning - and you have guessed it, another PCN. This time Leeds CC said that there was a problem verifying his address and they couldn't give him another permit so he would just have to park elsewhere until it was issued. They didn't make any attempt between 12th & 22nd to tell him (they had all his contact details) or to ask for information. So the next day he parked in a pay & display car park. Chargeable from 7.30am but as he was paying by phone he was getting a parking ticket. Again, he has appealed showing the Council the time of the call from his phone. We are still waiting to hear on the last two appeals. Finally a letter arrived from Leeds CC dated 17th July but not delivered until 29th July to tell him he couldn't have a permit. It was sent by post.
What do we do? He has until Friday 9th to either pay £25 for first PCN or appeal again and if that fails pay £50? Or just appeal it. My husband is the registered keeper of the car and he hasn't been contacted yet.
Son is a student and can't really afford to pay. He keeps his car in Leeds because he needs it for work. Or did. At this rate it is going to cheaper for him to give up work. He has found he can leave his car now at a friend's which is 20 minutes walk away. Not an ideal situation.
