Anyway, this morning the traffic lights were out on the whole junction and guess what.

You might want to mention this to your local councillor and county Highways Dept. Whether they take notice is another matter.
To be fair, they do get it right a reasonable amount, though mainly on 'older style' junctions. A lot of 'modern takes' on road junctions tend to end in disaster, often being overly complex, leading to faults and users getting unduly confused and causing gridlock.
The main set of traffic lights in my town (there are only two, not including pedestrian crossings) are essential, and when they occasionally fail, it causes chaos in short order.
The other set by the station is a bit odd in that the station itself has a junction for one of its two car parks and main entrance but isn't covered by the traffic lights, meaning vehicles always force their way out in frustration, plus the odd addition of an extra traffic light on the main road confuses some drivers stranding them in the middle of the junction after it goes red, blocking the way for the side road and causing much antagonism.
Why they haven't ever installed a 4-way system I don't know. Ironically, when the existing system fails and is replaced by temporary lights, gridlock always ensues, especially on weekends or strike days when the station car park is being used by 'rail replacement' buses and not commuter cars.
