Was this happening before you changed the battery? Flashing on some later Fiats denotes that the car is in "economy mode" - not meaning super economical but it's detected a power problem and has restricted "unnecessary functions".
Has something been disturbed re battery wiring? I've known Fiat high current lead crimps to fail going high resistance(especially after being disturbed) - check them all. In my experience all failures have been on Puntos - but check anyway.
Is the alternator properly charging?
On Mrs BJ's Panda(2006) when the battery is about 8 years old it starts doing strange things but the car always starts and runs. One thing that pops up is a" power steering fault" message although it keeps working. Change the battery and all is well - er for another 8 years.
PS The battery indicator on our Panda does not flash when turning the ignition on.
