Parking Signage - Brian Hammonds

I am contemplating parking close to a Park and I am a bit confused by the road signage.

The Parking signs(on one side of the road) all indicate the following signage

White square sign with capital P in a blue box -

Underneath the P the lettering states;

Permit Holders

OR 2 hours

No return within 2 hours

It does not state permit holders only so I presume it is possible to park there ?

Forever wary !

I would interpret that as up to 2 hours/no return within two hours but unrestricted for permit holders.

Common in situations like this near recreation facilities or close to stations.
