Would swapping a halogen reflector headlight unit with a xenon unit (also for a DS4) would work or the car ECU would just not recognise it? My car currently doesn't have xexon (besides MOT considerations)

Others will know more, but a straight swap needs to conform to vehicle regulations, and there are things like wiring capacitators or somesuch too.

I thought an adapter loom wiring would be sufficient. Is the balast part of the headlight unit?

Unlikely to work correctly. I would think the Bsi will need to be programmed to accept the xenon light units .

Therefore if swapping before the MOT for e.g, I would have to reprogram every time...I thought it couldn't be that easy

The earlier C4s with Xenon headlights had self levelling via the rear suspension and headlight washers. That made the cost of conversion uneconomic. In some cases if the cost of Xenon reflector shell assemblies was included (c. £1,000 each from the Citroen dealer) it was cheaper to trade in for a model with original factory fitted Xenons.

Not sure if this applies to newer DS4s as the regs have changed a bit since then.
