My car is exempt from vehicle excise duty. What is the point of the mandatory annual taxation process? I don't really understand why it should be necessary to "tax" a vehicle at zero rate!

You may not want to tax it, you may wish to declare SORN. Tax also ties in with insurance cover. A car that's taxed now has to have insurance.

That plus it also cross checks the MoT. It's also an opportunity for DVLA to ensure keepership record is up to dat.

It’s quite a small inconvenience, once a year, to notify DVLA of the status of your car, isn’t it? I mean it’s not like it costs you anything to do it.
We do a similar annual return to the council to advise on house occupancy - it takes two minutes online.
